Tom was born on May 2, 1937 at Pierre, SD to Franklin and Wilma (Weirouch) Jacobs. He graduated from Pierre High School in 1955. Following graduation, Tom enlisted in the U. S. Navy and served from 1955 to 1959. He was in the Navy Reserves until 1963. Tom held various jobs including: farming, driving truck and working for Game, Fish and Parks. In 1972, Tom joined the U.S. Army and was attached to the Mobridge, SD unit of the South Dakota National Guard.

Tom married Laura Raymond on March 28, 1987 at Ft. Pierre, SD. After retiring in 1995, Tom attended college for awhile and worked in the local newspaper office until 2002 when his health started to fail him.

The last six years were a struggle for Tom because of his failing health, but with his good sense of humor and loving, gentle ways he handled the situation very well. He always had a smile for everyone, even though he could not speak much. Tom loved fishing, hunting and being outdoors until his health restricted those activities.

He was a lifetime member of the V.F.W. and belonged to the Moose Lodge, the Eagles Club and the American Legion. Tom was also Cub Scout Master of the Boy Scouts.
